10 principles for quality architecture in Vilnius

The Vilnius City Municipality presents ten rules for Vilnius urban development and architecture – principles formed by the city administration in recent years, which observe the needs of modern society, assess expectations for the development of the city and have followed discussions with specialists. The application of these rules is important for creation of the future image of the city and the quality of life in it. The rules involve planning changes in public urban spaces, streets and residential districts, continuing the conversion of industrial districts and planting new greenery in public spaces.

‘Vilnius is growing rapidly and its architectural quality is improving, but that is not enough’, said Remigijus Šimašius, the Mayor of Vilnius city. ‘To bring more clarity for developers, architects and all Vilnius citizens to what we require so the urban development is smooth and living in the city is convenient and comfortable, we announce ten key rules that guide us. We hope that developers and architects will be sensitive and understanding in taking them in account, as we adhere to these rules strictly.’

According to Mindaugas Pakalnis, the Chief Architect of the city, the ten principles summarise the criteria for evaluation of projects actually presented to the municipality in real life. They have been streamlined after discussions with other project-approving authorities, as well as with designers and developers of real estate projects. ‘We all understand that figures alone and legal requirements imposed by legal acts do not protect the uniqueness of the city and peculiar nature of its individual districts, nor the lifestyle we have. It does not create an urban atmosphere, a feeling we have walking down the street or taking a stroll in our neighbourhood. This is the objective of the architecture quality criteria we apply. We use these criteria to protect heritage, transform former industrial areas and create the future Vilnius,’ said Pakalnis.
