Declaration of foreign nationals’ place of residence in Vilnius

Are you a foreign national, who wants to declare his/her place of residence in Vilnius? It is simple.

If you do not have a residence permit in Lithuania, you have to enter information about the place of residence in Vilnius in the application for residence permit in Lithuania and to submit it to the Migration Department. More details are available at https://www.migracija.lt/faq. The declaration of residence (hereinafter – the Declaration) does not have to be filled in separately. The place of residence will be declared by the Migration Department and you will not need to apply anywhere else.

If you already have a residence permit in Lithuania and want to declare or change your place of residence in Vilnius, you may do this in your eldership in Vilnius (the address and contracts are available here: www.vilnius.lt/seniunijos. IMPORTANT! The residents of Šnipiškės eldership are serviced in Vilnius city municipality at Konstitucijos ave. 3, Vilnius, e-mail: savivaldybe@vilnius.lt) or the necessary documents have to be e-mailed or sent by mail. Choose the most convenient method for you:

You may come to the eldership in Vilnius together with the owner of the housing (or alone, if you are an owner*) – have personal identity documents and a residence permit in Lithuania.

You may send the documents by e-mail or regular mail – have a completed and signed Declaration, copies of your passport and residence permit in Lithuania, copy of rent/loan for use agreement or the owner’s consent for you to reside in the housing (when you are not the owner *) (it is needed when the owner’s confirmation is missing in Paragraph 13 of the Declaration; and if the owner has signed in Paragraph 13, his/her personal identity document’s copy is needed). All the material should be mailed to the eldership, or the scanned or photographed copies should be e-mailed.

*Remark. If you are an owner of the housing, there is no need to submit the title document or to send its copy.

If you have underage children (under 18) or you are an adoptive parent, custodian and want to declare their place of residence, an individual declaration should be filled in for each child and submitted with other documents described above. IMPORTANT! The place of residence of children is declared with one of the parents (adoptive parent, custodian) according to their decision (if declared in different addresses).

  1. Can a foreign national declare his/her place of residence on the ground of the visa?
    No. only residence permit in Lithuania serves as a ground for declaration.
  2. Does the foreign national have to declare the place of residence in Lithuania a first and only then to apply for residence permit?
    No. the foreign national has to get a residence permit first and only then to declare the place of residence.
  3. How to declare the place of residence for foreign student?
    The foreign national coming to study to the Republic of Lithuania has to receive a residence permit in the Republic of Lithuania and the consent of the dormitory’s administration for declaration of the place of residence in the dormitory. The declaration of place of residence shall be delivered to the eldership according to the place of residence.
  4. Is an individual consent of the owner needed to declare the place of residence of underage foreign national?
    An individual consent of the owner is not needed to declare the place of residence of underage foreign national. The place of residence of underage children is declared together with one of the parents (adoptive parent, custodian), but the child must have a residence permit in Lithuania.
  5. If you are a foreign national, who has declared his/her place of residence in the Republic of Lithuania, do you need to declare your departure from the Republic of Lithuania?
    A foreign national, who has declared his/her place of residence in the Republic of Lithuania and wants to leave for the period exceeding 180 days, has to declare the departure from the Republic of Lithuania. It is possible to do in the eldership.
  6. Can a foreign national declare the place of residence online via https://www.epaslaugos.lt/?
    No, s/he cannot.
  7. How could a foreign national receive a certificate about the declared residence in Vilnius City?
    S/he has to refer to the eldership of the place of residence. The person has to submit the residence permit in Lithuania and fill in the application (on site) for issuance of the certificate. The certificate is issued on the same day. Alternatively, it is possible to write an application in free form, to sign it, to attach a copy of the residence permit in Lithuania and to e-mail it to the eldership. You will receive the certificate by e-mail within 3 business days.
  8. If a foreign national wants to declare his/her place of residence not in Vilnius but in another Lithuanian city, where to refer?
    If a foreign national wants to declare his/her place of residence in another city of the Republic of Lithuania (not in Vilnius), s/he has to refer to the eldership of the city or borough within the territory of his/her residence and state the wish to declare the residence.
  9. What is an eldership? How to learn, in which eldership I live/am going to live?
    Vilnius City has 21 boroughs – 21 elderships. It is simple to learn the eldership of the housing. Enter the address of the housing where you live/are going to live in the upper right corner of the map and select it. You will see the name of the eldership (borough) in the lower left corner of the map.
